ROvis.utils 0.1.0

First release since ROvis.utils was split out of the ROvis monolith into its own package, and the repository moved from GitLab to GitHub.

:sparkles: Added

• Moved all utility functions from ROvis: ro_check_if_font_available, ro_color_categorical, ro_color_palette, ro_color_seq_named, ro_color_seq, ro_color_validate, ro_color, ro_get_color_palette, ro_group_badge, ro_show_colors.
• Added community health files: CONTRIBUTING.md, CONTRIBUTORS.md, and issue and pull request templates.

:hammer_and_wrench: Changed

• Migrated the repository from GitLab to GitHub (rivm-syso/ROvis.utils).
• Replaced GitLab CI with a GitHub Actions workflow covering lint, R CMD check, test coverage, and pkgdown.
